Black Friday. Cyber Monday. Giving Tuesday


We all know about Black Friday and Cyber Monday, but have you heard of #Giving Tuesday? On Tuesday, November 29, #OregoniansGive will bring together people from every city, town, and rural community, in a statewide #GivingTuesday celebration of what it means to be Oregonian. How Poverty Affects Your Congressional District

This new tool and report from The Brookings Institute demonstrates how poverty affects both “red” and “blue” districts. This information may be useful as you meet with your Congressional representatives (or other elected officials).
The interactive tool shows the poverty rates and changes in poor population for each state’s federal congressional districts. Most notable in the findings, is the shift to suburban poverty. Read the short report for further discussion of the changing demographics of poverty as well as its causes and impacts.
The lesson – poverty is not limited to one political party or one type of neighborhood. Its reach is broad and needs to be addressed by all our elected leaders.

Taking Action 4 ACCESS During Hunger Action Month

ACCESS kicked off Hunger Action Month on September 1 by providing numerous opportunities for community members to join in the fight against hunger. Food 4 Less and Sherm’s Thunderbird gave customers a chance to donate to ACCESS at the checkout stands. They also accepted donations online for Hunger Action Month. The total collected came to over $4,000, which will help ACCESS distribute over 20,000 pounds of fresh local produce through our 24 food pantries!
In addition, we gathered 895 pounds of fresh fruit and vegetables during Harvest Day on September 24, when people generously harvested and donated produce from their own gardens.
ACCESS Nutrition Director Philip Yates explains the importance of Hunger Action Month, “People are hungry no matter what time of year it is. We really need food supplies during the summer and fall because that’s when food drives are lower than usual. Hunger Action Month helps fill the gap between the end of summer and beginning of the holiday season. We received a lot of community encouragement to bring it back again next year.”
One of our primary goals over the past several years has been to increase the nutritional value of the foods we distribute. Our strategy includes a goal to increase the amount of fresh fruits and vegetables distributed by 50% over three years. With your help and new programs like the ones during Hunger Action Month, we have already surpassed that number during the first two years! Thank you for helping us push past that goal by getting healthier foods to children and families who need but cannot afford them.

New Head Start Program Performance Standards 

Now Available with the Appendix and in Spanish!
The Administration for Children and Families (ACF) recently published a final rule revising the Head Start Program Performance Standards (HSPPS) to strengthen and improve the quality of Head Start programs. This action is part of the Administration's early learning efforts to ensure that all children start school ready to succeed. The regulation is the first comprehensive revision of the Head Start Program Performance Standards since they were originally published in 1975. Most of the Standards go into effect 60 days from publication, on November 7, 2016. However, certain provisions will be phased in over a five-year period to allow Head Start programs additional time to implement the new requirements.
One of the most significant changes increases the minimum duration of Head Start and Early Head Start programs so that nearly all programs are operating for a full school day and full school year by August 2021; additionally, Head Start grantees are also required to ensure that half of all children in each program participate for a full school day and year by 2019.

The Community Action Partnership hosted two webinars in collaboration with the Office of Head Start on the new HSPPS.  Ann Linehan, Deputy Director of the Office of Head Start (OHS), was joined by several OHS staff to review the new Performance Standards and discuss how they impact Community Action Agencies with Head Start programs.
The first webinar was held October 3, 2016 and covered three sections, including 1301 Governance; 1302 Subpart B Program Structure; and 1303 Financial and Administrative Requirements. To view a recording of the first webinar please click here.

A RARE-ity

Nicole Mandall traversed the entire U.S., from Georgia to Southern Oregon, to help improve our little corner of the world.  Nicole is a RARE (Resource Assistance for Rural Environments) AmeriCorps* member and is in agreeable cahoots with a local coalition to deliver renewable energy education in Douglas County.
Upon receiving funding for this RARE AmeriCorps member, UCAN, in partnership with the Douglas County Smart Energy Collaborative, brought Nicole here to launch a community-wide education campaign on energy efficiency techniques, technology, and behavior modification. Results of this project will be the creation of an energy baseline profile that will track household energy usage before and after energy-efficiency upgrades and weatherization improvements.
An additional goal of the campaign is to provide an energy education course for those applying for energy assistance after their first access to these services. Our goal is that folks learn techniques to reduce their energy bills and gain a better understanding of their energy usage, all the while working toward financial independence.
 At the end of this one-year project, the coalition will deliver a report to Douglas County’s local governments showing the benefits of education, energy efficiencies, and weatherization.  Thanks, Nicole!

USDA Launches Relending Program to Reduce Rural Poverty Nationwide

Long-Term, Low-Interest Financing Made Available to Community Development Organizations, Guaranteed by Private Lenders and Supplemented by Private Foundation Grants
Agriculture Secretary Tom Vilsack unveiled an innovative partnership with community development organizations from across the country, providing $401 million of Community Facilities program funds to recipients with a track record of successful programs to help reduce poverty in some of the nation's poorest and most isolated rural communities. 26 community development organizations have been approved to draw upon the funding to provide long-term, low-interest financing to be "re-lent" to local entities to build, acquire, maintain, or renovate essential community facilities. The funds also can be used for capacity building and to finance essential community services, such as education, health care and infrastructure.

Wood Stove Exchange in Washington County

Older and uncertified woodstoves and inserts are inefficient, dirty, and pollute the air inside your home and around your neighborhood. If you use one of these old stoves to stay warm in the winter, Washington County can help you replace it with a new heating system for little or no cost.
Washington County is now offering rebates of $1,500-$3,500* when you replace your old wood stove or insert with one of the following:
  • Electric ductless heat pump
  • Gas stove or insert
  • Pellet stove or insert
  • Gas furnace
  • EPA-certified wood stove or insert (Only available to households who are eligible for a free replacement)
*Some households will qualify for a FREE replacement, based on income.
