New RPA…16 pages

In December of 2021 we will have the roll out of the new and improved RPA.  I was included on the RPA Forum on 4/19 and it lasted 2 and ½ hours.  Does anyone remember the 1 page RPA anymore?  Someone called me to complain about 16 pages and was wondering, WHY?  They said “Real Estate is no fun anymore”!  Actually, the new RPA should be easier to understand BUT you do need to read it!  The reason we have come to this many pages is the lawsuits we have encountered.  The new RPA is very different and is supposed to create less paperwork (in our paperless world), that’s a joke!  We will be having classes on the new RPA as soon as it is finalized.  One of the things I think is missing is the “fractional ownership” piece we have been seeing lately in our MLS.  Frank Alvarez, our MLS Chairman, is working on a solution and he is in touch with CAR MLS working group.  As always, if you have questions or solutions to MLS issues, please don’t hesitate to call him.

The CAR meetings are happening now and there are several I think would be interesting for you to attend they are:

Risk Management, 4/29 at 8am to 11am
MLS Policy, 4/28 at 10am -12 noon
Global Real Estate Forum, 4/29 at 10am-12 noon
And if you are a policy wonk don’t forget Leg Day on April 27th.

The pandemic won’t stop us from education and serving our homeowners.  All these meetings are on Zoom, and to find them go to and put Spring Meetings in the search bar.  See you on ZOOM!

Past President PSRAR 2020, 2004 & 1994

2021 Legislative Day for CAR

Legislative day is almost complete for 2021. By the time this newsletter is published we will have
met with Assembly members Garcia and Mayes followed by a meeting with State Senator

Topics discussed were ACA 7 a constitutional amendment that would eliminate state control
over cities zoning and planning decisions. CAR is opposed to this amendment. Also discussed
was Senate Bill 6 that would allow commercial properties to be converted to residential. CAR
supports this bill.

Thanks to James Whitney and Karen Joy for representing PSRAR in these meetings.
Our Wednesday meeting will be a recap of legislative day. Next year we plan to be in
Sacramento and all members are welcome to attend. We do have limited funds to cover your
costs if you would like to attend.

Next week we will discuss NAR meetings that would normally be held in Washington DC,
however, this year will be via Zoom. Meetings will include our Senators and Congressman
discussing issues of importance to you as a member; Realtor or Industry Partner.

Wednesday speakers upcoming:
May 5 Annual membership meeting
May 26 Our friends from the Tribe and BIA will be discussing Indian Land Lease Issues. If you
have any issues please let me know or bring them to the meeting. This is your chance to voice
your concerns directly to the people who approve Indian Land Lease sales.

Fact or Fiction (no Fiction this week – just the Facts!)

FACT – If you missed it – it was your loss!.. We had a great event with Supervisor V. Manuel Perez and new Riverside County CEO Jeffrey Van Wagenen last week… Those in attendance heard a bit about Jeff’s background, his long time engagement with the County in a variety of departments and his plans and strategies going forward with a Strategic Plan for the County (first one In 25 years), changing in key staffing personnel departments and much more.
It also was a great in-person experience as the first valley hosted event since the lockdown began.  Everyone had a chance to meet, mingle, enjoy a bite to eat and still stay with the safety guidelines.

ANOTHER FACT – Yes – this is a 2 Fact Week! --- DVBA will be hosting another Live, in-person event on May 13th with presentation by the Oakview Group (can’t place the name – it’s the new builder applicant for the Sports & Entertainment Arena to be built in Thousand Palms/adjacent to The Classic Club).  This is YOUR opportunity to hear from the Senior Members of Oakview Group, as well as the Senior Staff from the Hockey side of the proposed arena.  Register today at our website: via the Calendar page to attend in person.

Not Done with April Yet!

Open House at our New Digs aka Office!! – 34360 Gateway Drive, Palm Desert between 3:00 – 5:30 pm…. Lift a bottle of water (or other libation) and check out our new location, will be held April 22nd.

And finally in  April we will be holding our semi-annual Blood Drive in Partnership with Lifestream. This date is April 28th and info is on the DVBA website at: under Calendar Link – register today to give the gift of a blood donation!
We look forward to seeing everyone in person!   …. Till then… stay tuned!

Each week, a P.S.R.A.R. Member will be anonymously spotlighted for her/his generous contributions to the Association that would otherwise go less noticed.  The author of this article shall remain nameless, but feel free to ask, if you embrace rejection!

JIM FRANKLIN is a man of too many talents to put in a single Newsletter paragraph; but as our President’s Award Winner 2020, a former Radio Personality, our GAD, a Comedian, a REALTOR®, a Fiction Writer, a Past P.S.R.A.R. President, our LGR Chairperson, the list goes on and on, Jim has brought more to P.S.R.A.R. than almost anyone in the 90+ year history of the Association.  Both Jim and the Association were founded in roughly the same year, 1929, and although he may be guilty of robbery—apparently, he once robbed a cradle encaging a gal with a gorgeous smile, long flowing hair, and a bit of sass, Jim’s contributions to the Palm Springs Regional Association of REALTORS® are second to none, and on behalf of the entire Association, we have two words of heartfelt expression to offer…THANK YOU!
