MOWAT Members:
The Texas Legislature is in session and the Meals On Wheels Association of Texas (MOWAT) has been active.  Following is where we are focusing our time and energy, the actions we have taken, and the actions you can take.

This session, MOWAT is focused on:

  1. Increasing the Health & Human Services Commission (HHSC) home delivered meal reimbursement rate through supporting approval of the exceptional item request from HHSC for $7.8M for the 20-21 biennium.
  2. Protecting the Texas Department of Agriculture (TDA) Texans Feeding Texans home-delivered meals grant program from additional cuts, and continue trying to rebuild the program to its original $20 million appropriation.
  3. Monitoring legislation related to Managed Care Organizations and other issues to ensure that meals on wheels programs can be equitably included as service providers and that the value of the meals on wheels network over for profit providers is recognized.


  • Rider 25 – Increase TDA funding 
    • House - Sent to Article VI (waiting to see what dollars are left before moved into the budget).
    • Senate – placed in the Article VI budget.
    • No Board action at this time.      
  • Exceptional Item Request for HHSC funding increase
    • House – adopted – placed in Article II budget. 
    • Senate – included in Decision Documents; touches will be made to members of the Article II Workgroup next week by Denise and local MOW representatives in support of the request. 
    • No Board action at this time. 
  • SB 1071 – Filed by Senator Kirk Watson (Austin) for a HHSC pilot for home delivered meals to certain individuals. 
    • Senate - Bill has been referred to committee. At this point, the author then has to request and be granted a hearing. Denise and Nancy will continue to monitor. 
    • House – No Action
    • No Board action at this time. 
  • HB 3236 – Filed by Rep. Brooks Landgraf (Odessa) for a HHSC pilot serving underserved areas. 
    • House – MOWAT has been in contract with Landgraf’s office regarding the bill and its background. He is aware and will reach out to our organization for our feedback. MOWAT is working to schedule a meeting with him this week.
    • Senate – No Action
    • No Board action at this time.  
  • Rider 3 – To add private entities to the Texans Feeding Texans program. 
    • House - This rider was Not Adopted and will not be considered by committee.
    • Senate - Rider deadline is Friday March 15. Lisa is monitoring.
    • No Board action at this time. 

What You Can Do:

  1. Reach out to your local legislators in support of the HHSC exceptional item and the restoration of the TDA funds to $20 million and use the attached testimony as talking points.
  2. Find your House or Senate district and share with your Senator and your Representative the impact that the TDA grant has had on providing home delivered meals in your area.
