Welcome to The Development Digest, a monthly guide delivering the latest news from Fremont's Community Development Department.

Holiday Closures for Development Services Center

This month, the City's Development Services Center will be closed on the following dates in observance of the Veterans Day and Thanksgiving holidays: Monday, November 11; Thursday, November 28; and Friday, November 29. Those planning to obtain City permits or have their construction documents reviewed should keep these closures in mind.

In December, the City is implementing a Holiday Closure for many non-public safety City services from Monday, December 23, 2019 through Wednesday, January 1, 2020. City offices will re-open for business Thursday, January 2, 2020. This closure will not affect police and fire services.

The Development Services Center, located at 39550 Liberty Street in Fremont, will be closed during the Holiday Closure.

  • Those who may need assistance with building permits and inspections are encouraged to use the time between now and Friday, December 20 to organize project timelines and visit the Center. The Center is open Monday through Thursday from 8 a.m. to 4 p.m. and Fridays from 8 a.m. to 12 p.m.
  • For those applying for solar installation permits, the deadline to submit plans electronically will be Friday, December 13. For more information, please contact solar permitting staff by email.

2019 Building Code Effective January 1, 2020

Effective January 1, 2020, the new 2019 California Building Code becomes effective in the City of Fremont. All permitting and planning applications received prior to January 1, 2020 will be subject to the current 2016 edition of the building code. Applications received on or after January 1, 2020 will be subject to the new 2019 building code.

Due to the City's Holiday Closure from Monday, December 23, 2019 through Wednesday, January 1, 2020, the deadline to submit applications under the current 2016 building code is the week of December 16 through December 20, 2019. Please remember the Development Services Center will be closed at 12 p.m. on Friday, December 20, 2019 and will not re-open until Thursday, January 2, 2020.

Warm Springs BART West Access Bridge and Plaza 

Time for a construction update! The new Warm Springs BART West Access Bridge, a pedestrian and bicycle bridge that will connect the Warm Springs/South Fremont BART Station to a new public plaza, reached a significant milestone in late September.

The truss span of the bridge, connecting directly to the Warm Springs/South Fremont BART Station and located over the Union Pacific Railroad (UPRR) tracks, was installed. The pylon for the cable stay span of the bridge was also installed, along with a portion of the cable stay bridge deck over the UPRR spur line. Both installations are now visible from surrounding streets.

Ultimately, the bridge will provide a pedestrian/bicycle connection between the BART station, new residences, and major employers in the area. Construction activities for the elevator, escalator, and staircase, as well as the overall plaza, will intensify in the next couple of months. The plaza will provide a pleasant space for people to gather, meet, and play. It will include several features, such as seating areas, event space, public art, solar charging stations for mobile devices, and LED column lighting.

Both the bridge and plaza are expected to be completed in spring 2020. Construction is funded by the Alameda County Transportation Commission using Measure BB funds.

Groundbreaking for Downtown Event Center and Plaza

The City recently held a groundbreaking celebration for the much anticipated Downtown Event Center and Plaza in partnership with the Fremont Chamber of Commerce at its last Street Eats event of the year. Mayor Lily Mei, City Manager Mark Danaj, and Community Services Director Suzanne Wolf presided over the festivities and gave remarks about the planning and purpose of the intended downtown facilities.

This first phase of the Civic Center project marks a big milestone in meeting the community's desire and City’s vision for an active, vibrant downtown that will serve as a central gathering location in the Fremont community. The future Downtown Event Center will provide meeting rooms, amenities, a large spacious lobby, a catering kitchen, and more for networking, local business gatherings, and conferences.

The outdoor plaza will host the event needs of our community by offering a lawn, multipurpose space, a designated area for food trucks, and a garden breakout space under a canopy of trees.

The project also aligns with the City’s sustainability and public art initiatives. When complete, the building will be Fremont’s first all-electric building with zero dependence on fossil fuels and will also feature commissioned public artwork.

Construction for this project is anticipated to take approximately 18 months, with a completion date slated for spring 2021.


Call for Artists

Calling all artists! The City of Fremont is seeking artist proposals for the commission of an innovative and permanent public art installation for a new outdoor plaza, Inspiration Plaza, in Fremont’s Warm Springs Innovation District. The artist will design, fabricate, and install the artwork. The call is open to all professional artists nationwide. Artists must be at least 18 years of age and have experience working with substantial budgets. The budget for this project—including design, fabrication, and installation—is $160,000.

Inspiration Plaza is part of a new mixed-use development currently under construction, Embark Apartments, located at 44758 Old Warm Springs Boulevard. The development will include 524 residential apartments and 8,000 square-feet of retail space. Inspiration Plaza will be privately owned but publicly accessible open space. The space will be activated by retail, seating, and space for community events. The development, including the plaza, is anticipated to be complete by summer 2020.

Fremont's Solar Trend

The number of solar installations in Fremont continues to skyrocket! 4,887 solar systems have been installed in Fremont as of July 31, 2019. View our solar graph to see the increase since 2009. It is exciting to see the community take action on going green and helping Fremont become a healthier, more sustainable city!

For those thinking about jumping on the "solar bandwagon," there is still time to sign up for Bay Area SunShares, a community program offering discounted pricing on solar installations and zero-emission vehicles. Two recognized solar installation companies are offering a 15% discount, making now the most affordable time to go solar! In addition, those who choose to go solar can still take advantage of the federal solar tax credit. The program is also offering zero-emission vehicle discounts on the 2019 all electric Nissan Leaf and the 2019 hydrogen fuel-cell Toyota Mirai.

Construction Activity at Development Services Center

Construction activity continues for a new roof installation at the City's Development Services Center, located at 39550 Liberty Street in Fremont. This will be an ongoing construction project over the next few months.

If you plan to visit the Development Services Center during this time, you may experience limited parking space and construction noise.

We will do our best to limit the disruption to visitors and appreciate your patience and cooperation during this project.
