From your new ADEPT President
It’s my honour and privilege to take on the role of ADEPT President. I’m only five days into the role and so far, so good! Can I take this opportunity to thank outgoing President, Simon Neilson, for his work and leadership over the past year. The Association has gone from strength to strength on his watch, with more members than ever and a growing influence across central government. I intend to build on both Simon's, and previous president Rupert Clubb’s, ambitions.
     I am always mindful that this is a membership body which relies on volunteers, and it genuinely is a team effort to deliver. I want to continue to develop this, particularly by encouraging a cadre of aspiring Place Directors. I look forward to working with the members of the Leadership Team to ensure that ADEPT continues to represent ‘leaders in the place’ space. I also want to welcome Paula Hewitt as the new 2nd Vice President. See here for the new Leadership Team line up.
     The AGM was preceded by the President’s Meeting, where we had two fascinating, thought provoking and constructive discussions about the Industrial Strategy, and Housing (more below). I’m delighted that we will be publishing two new ADEPT position papers on these topics very soon, and hope we can do the same with other key strategic issues.
     The next big event will be the ADEPT Autumn Conference on 22 & 23 November in Manchester – put the dates in your diary now!
Neil Gibson
ADEPT President 2018/19

Outgoing President Simon Neilson revealed the winners of this year's ADEPT President's Awards at the Annual Dinner on 3 May, backed by sponsors WSP and Ringway.
Nottinghamshire, Suffolk and Hertfordshire County Councils scooped first prizes in the three awards categories, with Walsall Council, Thurrock Council, North Yorkshire CC and Kent CC receiving Highly Commended. The successful entries include a scheme to help young people transition from education to work, a project to control street lighting intensity through real-time traffic data, and a multi-partner approach to reducing fly tipping.
Simon Neilson praised the high standard of all the entries, and welcomed the opportunity to celebrate the wide range of projects that ADEPT members undertake:
'This year we received more entries than ever before, and of an excellent quality. The awards are a key means for us for us to reflect on the successful programmes that Local Authorities and their partners deliver, and to help share best practice.'

Along with the appointment of Neil Gibson (Bucks CC) as ADEPT's President for 2018/19, a number of other changes to the Leadership Team were confirmed at the AGM on 4 May.
Nigel Riglar (Gloucestershire CC) becomes 1st Vice President, while Paula Hewitt (Somerset CC) becomes one of the Association's two 2nd Vice Presidents alongside Darryl Eyers (Staffordshire CC). Outgoing President Simon Neilson (Walsall Council) remains on the LT as Immediate Past President, while former President Rupert Clubb (East Sussex CC) steps down after serving on the LT for five years.

The annual President’s Meeting took place on Friday 4 May. This event allows ADEPT members and partners to consider recent changes in government policies, agree priorities and plan for the year ahead.
We focused on two key issues – delivering the Industrial Strategy, and Housing – and had some excellent speakers to get the debate going. Liam Booth Smith (Localis), Richard Harrington (Bucks Thames Valley LEP) and Scott Wardrop (Ringway) gave their reflections on how to deliver the government’s ambitions for the Industrial Strategy whilst Steve Quartermain (MHCLG), Kate Barker (National Infrastructure Commission) and Susan Halliwell (Oxfordshire County Council) talked about delivering housing. 
We are now finalising the ADEPT policy position papers on these topics in light of the discussions. These set out our key messages and ambitions, and build on the Strategic Plan 2017-20 published last November. We will promote them in the next newsletter and via the website.
SMART Places research programme:
Highways and AV 'live labs' workshop

Birmingham, 31 May
A reminder to book now for the latest workshop being held as part of ADEPT’s SMART Places research programme.
Following two successful events in March, a further workshop is now planned focusing on the next stage of planning for the SMART infrastructure / highways and AV 'live labs’. In particular, we are looking for LAs who are potentially interested in taking this agenda forward by becoming pilot areas for the ‘live labs’. This will inform the business case proposal.

ADEPT are delighted to welcome leading law firm Burges Salmon to its Corporate Partner network.
With expertise in a wide range of sectors including construction, engineering, environment and planning, Burges Salmon are an exciting addition to our Corporate Partner community, bringing the total number to 16. We look forward to working with them to our mutual benefit.
ADEPT has seconded a local authority officer into Defra to work on the Resources & Waste Strategy.
Kofi Adu-Gyamfi’s day job is as lead commissioning officer for Bucks CC. His role there includes contract reviews/ re-commissioning cycles, leading strategy formation, undertaking procurements, evaluation processes, political buy-in, council key decisions processes, and considering alternative delivery models.
This secondment is a great opportunity for ADEPT to get an insight on the direction of travel for resource management and to bring the practical experience of Local Authorities into national policy development. The Resources and Waste Strategy is due for publication this Autumn. Kofi will keep in touch with ADEPT via the Waste Group. For more information on the group, contact Ian Fielding, Acting Chair:
Past Presidents' Lunch
No fewer than 19 former Presidents of ADEPT (and its forerunner organisation CSS) enjoyed their annual lunch gathering on 26 April, at the Lansdowne Club in London. 
Immediate Past President Rupert Clubb provided a brief update on ADEPT affairs, standing in for 2017/18 President Simon Neilson, who we understand was due in court that day – fortunately only on jury duty!
The members present, whose presidential years stretch from 1991 to 2017, maintain a close interest in the progress and development of ADEPT, and in the goings-on within local government as a whole. It is intended to hold a similar event in 2019, maintaining this important association for all concerned.
‘Smartly Sustainable’ workshop success
On 18 April, ADEPT joined with the Environmental Industries Commission for a half-day seminar looking at how we can use smart technologies to meet environmental challenges more efficiently and cost-effectively. The EIC launched a new website/initiative last year – – aimed at growing the market for the use of smart technologies and data analysis to meet environmental and sustainability challenges. 
The event was sponsored by global consulting engineers Ramboll and utility infrastructure/energy management specialists SMS PLC. It was chaired by Paula Hewitt, ADEPT 2nd Vice President and Environment Board Chair, who welcomed this opportunity for local government and industry to work together to explore the benefits of smart technology for the environment and communities.

Defra Green Infrastructure Standards group:
Volunteers needed
Defra have invited ADEPT to join a new GI Standards Advisory Group of experts/stakeholders from across the planning, development and LA sectors. 
The new group is part of a Green Infrastructure Standards project that Defra is running with Natural England. Its role will be to guide the development and implementation of a new Framework of Green Infrastructure Standards to help GI planners, designers, managers and communities.

Training Day: Changes to Highway Documentation

Wolverhampton, 4 July
Highway documentation is changing; from the publication of Well Managed Highways to SHW changes, particularly 900 series, to the DMRB major overhaul. The overhaul of highway documentation and the implications for Local Authorities mean changes, so come and hear the latest position and what is 'new' and/or different.

A reminder that ADEPT has been offered a stand at this year’s Highways UK event – and we need help to make it happen!
Highways UK is for people and organisations involved in the planning, designing, building, operating and future-proofing of the UK's road network.
The ‘ADEPT Hub’ is an 8x10m position on the exhibition floor with a central information point, themed areas/zones, and space for one-to-one meetings. We will also be running a programme of short briefings and hosting a drinks reception.
We have a few volunteers already – but there's room for more! 
This is a great opportunity to work with colleagues from other LAs in planning and executing a high-profile event, and to attend a major road infrastructure event for free.

Nationally Significant Infrastructure Projects: A Guide for Local Authority Promoters
Birmingham, 6 June, 10am–4pm 
ADEPT’s Corporate Partner WSP are hosting this free keynote event which is tailored to help local authorities make the case for their infrastructure projects to be treated as Nationally Significant Infrastructure Projects (NSIPs). 
The event will also offer guidance on the role of local authorities hosting NSIPs, securing planning consent and land acquisition powers through an application for a Development Consent Order (DCO).

Traffex Seeing is Believing offers a unique opportunity to gain first-hand experience of the latest products and services on the market and ask detailed questions about their specifications and capabilities.
The event combines an indoor conference and exhibition space with outdoor displays and crash demonstrations, and CPD certified seminar sessions covering everything from intelligent transport systems to pothole repairs. Wherever possible, seminar topics will be assimilated with the live demonstrations taking place outside on the track.
