Placement Savings Forecaster
New Placement Savings Forecaster & Video Released on FamilyFirstNY.org!

The Redlich Horwitz Foundation is pleased to release today a new Placement Savings Forecaster tool and companion video on FamilyFirstNY.org, the clearinghouse of strategies and tools for the Family First Prevention Services Act implementation for NY counties.

The Placement Savings Forecaster is designed to assist county child welfare departments as they assess their current and future out-of-home placement array and estimate cost savings that could be reinvested into family-based supports. Counties can input their current annual bed days by placement type into the calculator, forecast their ideal future placement mix, and analyze the financial impact of increasing or decreasing the use of certain types of placement settings. The simple-to-use tool calculates how much a county can save on direct placement costs if it increases its use of family-based care and lowers its reliance on congregate care. These savings can then be reinvested in critical supportive services to recruit and retain certified kinship and foster families.

This tool has been developed in partnership Dennis Blazey, a former budget director of the Ohio Office of Children and Family Services, and with Onondaga County, who has seen a dramatic reduction in congregate-care placements in two years, and is now investing additional resources in support of families.

RHF also released a new video that features New York child welfare leaders discussing the importance of looking at their data and finances to support new strategies to increase the use of kinship and family foster care. You can view the video here.
