SUPPORT THE HEALTH POLICY PLATFORM THEMATIC NETWORK: HEALTH WORKFORCE POLICY AND DEVELOPMENT IN EUROPE

The European Public Health Association (EUPHA), in collaboration with the European Health Management Association (EHMA), the OECD, the European Observatory on Health Systems and Policies, and the WHO Regional Office for Europe, has launched a proposal on the European Health Policy Platform, an EU-led collaborative initiative aimed at improving and supporting the exchange of information between the European Commission and a wide range of health stakeholders.

The proposal builds on the increasingly recongnition of the importance of people-centred, sustainable and integrated health workforce in Europe. There are now comprehensive policy frameworks for action and better knowledge on what should be done to respond more effectively to changing population needs and to maldistribution of health human resources. However, it is not well understood how to make this happen. The network will enhance exchange of knowledge and experience across countries. It will help connecting the policy sectors of health and social care, the data sources and instruments of workforce education, planning and monitoring, and global and European health workforce development and policy reforms. The main objective is to align health workforce policy and planning with the needs of health systems, with a focus on health workforce innovations and their implementation in order to provide methodological frameworks and space for discussion regarding scalability and transferability of health workforce innovations from one setting or one country to another.

The network will provide a platform for dialogue between a wide range of stakeholders and health workforce issues. It will address diversity of regional workforce needs visible and help reducing inequality and maldistribution of health human resources and competencies within the European Union. The network will build on comprehensive expertise and established partnerships, for instance through the organisation of joint conferences and workshops.

STATE OF THE HEALTH IN THE EU
DISCOVER THE 28 EU COUNTRY HEALTH PROFILES RELEASED

On 23rd November 2017, the European Commission, in collaboration with the WHO European Observatory on Health Systems and Policies and OECD - Organisation for Economic Co-operation and Development, released 28 EU Country Health Profiles, assessing the strengths and challenges in their respective health systems.

The Profiles represent one of the cornerstones of the two-year State of Health in the EU cycle, launched in 2016 with the Health at a Glance Report, with the objective of providing policy makers, interest groups, and health practitioners with factual, comparative data and insights into health and health systems in EU countries.

A companion report was released together with the Profiles, identifying five cross-cutting conclusions:

Health promotion and disease prevention pave the way for a more effective and efficient health system. Aside from the unbalanced investments in prevention, social inequalities need to be tackled, as illustrated by the differences in cancer screening or physical activity between people with higher and lower income and education.
Strong primary care efficiently guides patients through the health system and helps avoid wasteful spending. 27% visit an emergency department because of inadequate primary care. Only 14 EU countries require primary care referral for consulting a specialist; 9 other countries have financial incentives for referrals.
Integrated care ensures that a patient receives joined-up care. It avoids the situation we currently see in nearly all EU countries, where care is fragmented and patients have to search their way through a maze of care facilities.
Proactive health workforce planning and forecasting make health systems resilient to future evolutions. The EU has 18 million healthcare professionals, and another 1.8 million jobs will be created by 2025. Health authorities need to prepare their workforce for upcoming changes: an ageing population and multimorbidity, the need for sound recruitment policies, new skills, and technical innovation.
Patients should be at the centre of the next generation of better health data for policy and practice. The digital transformation of health and care helps capture real-world outcomes and experiences that matter to patients, with great potential for strengthening the effectiveness of health systems.

NEWS FROM OUR EU PROJECTS

On 8-10 November, EHMA staff participated in the 6th Consortium Meeting of SUSTAIN, our EU-funded project promoting Sustainable tailored integrated care for older people in Europe. The meeting, hosted by EHMA Members and SUSTAIN Partners, the University of Oslo, provided a platform to discuss methodology and agree on the key next steps of our work with 13 Integrated Care sites around Europe.

EHMA is also currently organising co-creation workshops

for IC-Health, our Horizon 2020 project focused on improving digital health literacy in the EU. During the coming weeks, EHMA staff members will meet with representatives from four population cohorts, including children, teenagers, pregnant and lactating women, and older people, to discuss with them how they search, understand, appraise and apply health information searched online.
