Harmony Festival 2019 - Performers & Stall Holder Application Forms

Harmony Festival is celebrating its 10th Year on Saturday 16 March 2019.
Applications for performers and stall holders are still open!
Applications close Friday 15 February 2019.
Application forms are located on the Shire of Katanning website or hard copy can be collected from the Shire Administration. The Shire's Community Development team is available to work with local businesses, committees, groups and individuals to ensure all members of the Katanning community have the opportunity to participate in the festival.

A Harvest and Vehicle Movement Ban (HVMB) is implemented by local Shires under Section 38A of the Bushfire Act 1954. When Bush Fire Control Officers (FCO) gazetted by the Local Government believe that the use of engines, vehicles, plant or machinery is likely to cause or contribute to the spread of a bushfire.

A ban may also be put in place if there is a confirmed report of a fire or numerous fires in the area requiring resources to be mobilised straight away or if resources in the area are limited.

During the fire season local FCO’s monitor daily weather forecast and conditions looking at local temperature, wind speed and relative humidity. When these figures collated together exceeds the threshold of the Local Government levels and/or if local resources are limited a ban is implemented.

Once a ban is in place the weather is monitored throughout the day by local FCO’s to determine when the ban will be lifted, this may be pre-determined when the ban is initiated. 

Once it’s been determined a ban will been implemented the information is distributed through the Shires SMS HVMB network, the Harvest Ban Hotline message is updated, and emails are distributed to neighbouring Shires and to local radio stations for broadcasting.

Special Exemptions for the Katanning Shire can be requested through the Chief Bushfire Control Officer and Local FCO for that location on the day of a ban under exceptional circumstances.

It is the responsibility of individuals, land owners and contractors to be aware of any bans and you will be fined for breaching a ban.
If you require clarification on a HVMB please contact the local CBFCO, FCO or the Community Emergency Services Manager.

Business and House Numbers to be Displayed
Many businesses and houses in town do not have numbers displayed. This makes it difficult for out of town visitors to find their destination for appointments. To identify who lives at the property when dealing with enquiries and other matters. More importantly in an emergency where time is critical, emergency services such as police, fire and ambulance may make a big difference in outcomes.

How to contact the Ranger
If anyone has seen or have been in any situations regarding dogs or cats, please inform the Ranger through the correct channels as messaging/posting through different Facebook pages/groups and other such social media platforms will not help in providing the correct services.

Dog and Cat Registration
All dogs and cats over the age of three months are required by law to be registered and microchipped. This makes it easier to return pets to their rightful owners and negates the need to impound them. This will not only save additional costs and charges to the owners but also means your pets are returned home.

Wandering Dogs
Wandering dogs will be impounded and where the owner is identified, and it is a continuing offence a $200 infringement under the Dog Act may be issued. The law requires all dogs to be securely confined on private property.
Litter Bins
The Shire has installed litter bins throughout the town centre and this is to keep the street scaping free from rubbish and enhance the attractive appearance of our town. There are penalties applicable under the Litter Act for littering and the Ranger will be active in ensuring compliance.

Council Meeting Highlights

The following items were approved at the Council meeting:
1. Confirmed the updated Shire of Katanning Council Policies.
2. Approved the General Meeting of Electors to be held on Monday 11 February 2019 at 7:30pm at the Katanning Leisure Centre Pioneer Room.
3. Accepted the expenditure of up to $25,000 ex GST from the New Shire Administration Building Project Budget to undertake the 2019 Mural Project.
4. Approved Katanning Senior High School access to the Katanning Town Hall kitchen, foyer and storeroom for their Certificate II in Hospitality Course and pop up café 
for one day a week in the 2019 school year.
