The Executive Governor of Yobe State, Alhaji (Dr) Ibrahim Gaidam stated that the partnership with the UK-DFID, State Partnership for Accountability, Responsiveness and Capability (SPARC), the predecessor programme of PERL-ARC, impacted positively on Yobe State governance system and culminated in the adoption of Result Based Management (RBM) system which guides the State Development Plan tagged “Yobe Socio-Economic Reform Agenda”.
The Governor discussed extensive governance reforms undertaken by Yobe State on March 27, 2018,  while declaring open a two-day sensitization on Public Procurement for honourable members of the Yobe State House of Assembly, the State Executive Council and the top officials of the Yobe State Judiciary.

The event, which was organised by the Yobe State Bureau on Public Procurement in collaboration with the Accountable Responsive and Capable (ARC) Government Pillar of the Partnership to Engage, Reform and Learn (PERL), was aimed at improving the implementation of the public procurement law in the state.

Governor Gaidam said the sensitisation will serve as further avenue of instilling the principles of accountability, prudence, curtailing of unnecessary expenditure and observance of due process in the conduct of government business. He added that the conduct of the workshop was part of his administration’s drive to sensitize and enlighten the cream of participants on the powers, functions and other matters related to the operations of the State Bureau of Public Procurement.

Speaking about the achievement of the Bureau, the Director General of the Yobe State Bureau on Public Procurement, Ismaila Mai Adamu said, "The Bureau  from inception to date among other things had saved over N2.5 Billion from contract vetting and to further curtail the incidences of over invoicing we have put together standard price list and contract vetting rates for the procurement of goods, works and services." 

"This was done by understudying Kano and Jigawa States and also conducting market survey of the items," he added.

The Yobe State Public Procurement Law 2016 established the State Bureau of Public Procurement as the regulatory authority responsible for the monitoring and oversight of public procurement and other related matters. The Law mandates the state Ministries, Departments and Agencies, and other organs of the government to engage in Open Competitive Bidding for public procurement. The introduction of the open competitive bidding, according to the Governor, is the best way of executing contracts, achieving long term macro-economic stability and adding value for money spent.

Dr. Ibrahim Giadam also expressed appreciation to the Department for International Development (DFID) for the support to the state through the State Partnership for Accountability, Responsiveness and Capability (SPARC) and PERL-ARC programmes. “Let me take this opportunity to commend the efforts of the United Kingdom DFID, sponsored programme of Accountable, Responsive and Capable Government (ARC) for the support and commitment exhibited all of which are geared towards recording greater successes in our reform efforts.  In addition, the support of ARC will contribute immensely in effective and efficient service delivery based on the popular saying “outsiders can help, but insiders must do the job”, the Governor of Yobe State said.
