 PERL's Ease of Doing Business Interventions in the Jigawa State

The Government of Jigawa state enacted a law in 2016 establishing Jigawa Investment Promotion Council (InvestJigawa), as a ‘Special Purpose Vehicle’ to advise and assist the Government in the implementation of all projects and programmes in the investment promotion roadmap of the state, and to host the Public Private Partnership (PPP) unit amongst other functions. In the last quarter of 2016, with support from PERL-ARC and working with all relevant stakeholders, a Public Private Partnership (PPP) policy framework for Jigawa State was developed to guide the work of InvestJigawa towards transforming the business environment in the state. The PPP policy framework is presently going through the stages of approval, including seeking Governor’s assent before implementation. Besides, there are plans to commence work on a state-wide ‘Ease of Doing Business’(EoDB) programme that will create an enabling environment for a seamless implementation of the PPP policy framework.  
It is expected that the year 2018 will see the laying of foundations, and practical implementation of key EoDB reforms that will further drive and broaden some of the key strategic objectives of the state Comprehensive Development Framework (CDF), including;
  • enhancement of the visibility of the State by creating greater awareness of the State among key audiences as a viable investment destination,
  • attracting and facilitating private sector investment in key sectors and support the growth of existing investors especially in the Micro, Small and Medium Enterprise (MSME) sector,
  • enabling the development of a competitive regulatory environment, including infrastructure and services that will support private sector investments, and
  • creating synergy and promote co-operation and collaboration between State agencies whose activities influence the investment climate in Jigawa in the direction that would enhance greater private sector participation in economic development in the State.
 
Below is a summary of previous subnational Business Environment Competitiveness Amongst Nigerian States (BECANS) and World Bank EoDB surveys ranking for Jigawa state.
 
With a PPP policy framework firmly in place, the proposed state-wide EoDB reforms will not only see greater engagement with the MSME sector but should open up the state to investors, businesses and visitors given a   business-friendly environment. The process of implementing a state-wide EoDB reform will engage not only the private sector, but will challenge/test the readiness of government MDAs to engage with business environment reforms to transform the economy of the state.
