The Coronavirus Aid, Relief, and Economic Security Act, or CARES Act, provides more than $9 billion to state and local governments throughout the United States through three formula block grant programs: Emergency Solutions Grants (ESG), Community Development Block Grants (CDBG), and Housing Opportunities for Persons with AIDS (HOPWA). These supplemental formula block grant funds will assist communities in their efforts to prevent, prepare for, and respond to coronavirus.
The State of Colorado has published a draft version of the 2019 Annual Action Plan as Amended here in order to apply for supplemental HOPWA funds and the first round of supplemental CDBG funds. No plan has been developed for supplemental ESG funds or the second round of CDBG funds at this time. This plan also includes a technical amendment to regular 2019 HOPWA formula funding activities.
The Department of Local Affairs (DOLA) will host a virtual public hearing on these proposed uses on May 22, 2020 at 10:00 am. An overview of the proposal will be provided by staff, and the public will be given an opportunity to submit formal questions and comments.
