Re: Update on three important bills — action needed!
House Bill (HB) 343
This bill makes changes to the process for schools and local governments in filing property valuation challenges with a board of revision. Click here for a bill analysis.
Our three organizations have testified in opposition to the bill on behalf of our members. Click here for a copy. We believe the changes in the bill are unnecessary and potentially harmful to school districts. There are interested parties discussing various compromise positions for consideration. However, to date, there have been no scenarios proposed that we can support.
Today, we presented a list of changes to the bill sponsor that are considered best practices that we could support. We have also shared the list with the committee chair. Click here for a copy of the document.
A hearing is scheduled for Tuesday Dec. 12 to accept amendments only. We urge members to talk with their own legislators about HB 343.
This proposal acts to freeze property values at the time the property is purchased for housing development until construction begins. Construction would not include the development of infrastructure (such as streets, sidewalks, or utilities).
Our organizations oppose the bill, and we’ve signed on to a letter with a number of other local government economic development groups to oppose the bill. Click here for a copy of the letter. Our testimony can be found here.

Senate Bill (SB) 216
A hearing on SB 216, the Ohio Public School Deregulation Act, is scheduled for Wednesday, Dec. 13 in the South Hearing Room of the Ohio Senate. The chair has announced the committee will entertain “all testimony” (proponent, opponent and interested party). Members are urged to participate.
